Should I consider the final semester percentage or all semesters average to become eligible for BHEL and NTPC?

in psu's like bhel, ntpc etc. the percentage criteria is 65% but how is the percentage calculated for applying such exams since different universities have different % calculation method.for instance,my college 4 credits to theory and 2 credits for practical n henceforth more weightage to theory marks.so shall i consider my university % for eligibility or rather i should take mean average of all the subjects of all the semester.also which psu's follow such a criteria. someone plz tell...
