Dear, You can give the UPSC exam. Those who have completed there graduation or are in the final year of graduation can appear in the exam. So,you can give the exam provided that you clear your back papers until the UPSC result comes out.Good luck.

No you Sem back is not considered in UPSC exams. If you want to fill the form for civil service exam then there is no need to provide graduation ceritficste at the first stage of exam.

So you can apply very well without result. But if selected for next level of exam i.e mains exam then you have to produce your degree certificate.

So at this stage you should have all clear certificate of degree without any minimum percentage criteria. Detail eligibility is given below

Eligibility criteria for civil service exam :

    - You should have complete graduation degree with any stream from a recognized university.

    - Your Age should be between 21 to 30 years for General category candidates,21to 33 year for OBC category candidates,21 to 35 years for SC/ST category candidates.

    Number of attempts:

    4 attempts for General category
    7 attempts for Obc category
    14 attempts for SC/ST category

So, though you have sem backlog in graduation then also you are eligible to apply for UPSC Civil services examination. But as I said your result must be All clear at the second level of exam.

If you need more Information then please check the official website -

Yes, Your backlogs are also considered in the UPSC. TO apply for the UPSC exam first you have to clear your Back logs because when you apply for the UPSC exams like as CDS exam and AFCAT exam then your previous mark sheet are considered with a aggregate percentage of marks. So first you have to clear your backlogs.

YOu are appear for the UPSC exams in the final year also But, due to your backlogs there is less chance to get admission in the UPSC exams. So, i would suggest you that first clear your backlogs and concentrate your study and then apply for the UPSC exam with the well preparation and confidence.I wish that, You will be success.

For more details about the UPSC exams you can visit the website given below and read all the eligibility criteria and also know your exams after the degree.

    http://www.upsc.gov.in

Concentrate your study and dont think about the backlogs you can clear it by giving some time to that subject. And after the clear backlogs you can try the UPSC examination.

    Hello friend,
For U.P.S.C(Union Public Service Commission) exams as per the latest terms and conditions for the eligibility criteria for the exams conducted by U.P.S.C you must have the following eligiblities :-

    - You should be a citizen of India to apply for the Indian Administrative Services(I.A.S) & Indian Police Services(I.P.S).
    - You should be of minimum 21 years of age for applying and the maximum age limit to apply for the U.P.S.C Exams is 29 years.
    - You should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission(U.G.C).The candidates with a degree from any of the recognized universities can apply for the U.P.S.C Exams.

You are allowed to attempt the Civil Services exams conducted by U.P.S.C only four times.

All the U.P.S.C Exams have the same forms. The eligibility criteria and other details may differ from exam to exam.

But in your case you are not eligible for the U.P.S.C exams as you have a semester Back. All that is required for some U.P.S.C. Exams is that even candidates in final year can apply for it.Even if you are in final year you won't qualify or you are still not eligible for the U.P.S.C. exams because you are already a semester behind. So you cannot pass and complete the graduation degree within the time of Interview.
All the students who appear in final year must complete their degree by the time of Interview. As you would be asked to show your Degree Certificates during the Interview.Without being able to show the proof of having completed your graduation degree you might get disqualified or rejected even after you clear the written test.

So you must be careful about this important fact.

U.P.S.C notifies common public about the examinations through Employment News and other leading newspapers every year in the month of December.

You have to successfully complete the Preliminary Examination to appear for the main Examination.
After completion of the main examinations, the candidates have to appear for the final interview and a Personality Test.

I hope you have clarified all your doubts.
Now work hard and study sincerely.
    Have the confidence.
    You will definitely succeed.

I wish you a good luck ahead.

Sir,the minimum educationalqualification marks to be able to get eligibility for Civil Services is thatthe candidate must have a undergraduate degree or a post graduatedegree in any stream from a recognized university.and the candidate must be acitizen of India and for general category students age limit is 21-30 but forST/SC there is a relaxation of 5 years. and for OBC it is 3 years

so sir you are not eligible until you pass the exams. and complete your degree.
