Min Eligibilty to appear in the UPSC Civil Services Exams is GRADUATION PASS IN ANY STREAM.

Age should be between 21 and 30 years for General Candidates
    OBC gets 3 years
SC/ST gets 5 years age relaxations.

Attempts- 4 for General, 7 for OBC and no Restriction for the SC/ST candidates

This exam is held in three Stages:
    >> Prelims
    >> Mains
    >> Interview

The exact number of Vacancies is not spercified by UPSC at the start of the exam or when notification comes.

The vacancy varies each year and it depends on the vacant position each year.

But if you clear all the three stages of this Exam, you need to be in the top 250 rank holder, to get the choice of IAS.
