I think you not clear any Idea about what is cut-off.
Cut-Off are marks in particular category which are lowest marks of candidates that are admitted in that particular category last year.
So Cut-off is only for reference and not fixed. Cut-off are always vary. But the variation sometimes large or small.
Now you have got 184.25 and last year cutoff is 184.25 so you have chance if no one from your category gives that particular college.
To get very clear you can see then expected cutoff which is calculated from recognized sources.

Your cut off mark is not enough for the getting admission medical courses.But Under SC category you have the chance to get admission in Private colleges through counselling process.You can't get admission in government colleges with your Mark.So get admission in Private colleges through government quota.You can get admission in following colleges through counselling,
