Sorry you can't write the upsc exam
You can write Combine Medical Services exam after getting MBBS degree only
So you can't apply for the exam
Here is the qualification Required for Combine Medical Services Exam:
-The candidate should be pass in graduation from a recognized Indian university
-The candidate graduation degree should be MBBS Degree
-The age of the candidate should not be more than 32
Well if you are filling the above requirements then only you can go for the exam

Nationality:
For the Indian Administrative Service and Indian Police Service candidate must citizen of india.
Candidate's minimum age must be 21 year and not have attained 30 year.
Minimum Academic qualification to apply upsc exam is that candidate must have bachelor's degree from racognized university.

If you want to apply for IAS , then you can apply if you are in the final year of your degree, but f you want to apply for CMS, then you will have to complete your degree first.
