ISRO hires scientists /engineers each year
Min eligibilty is BE/btech with min 65% marks in aggregate
Max age to apply is 35 years

They normally hires for the streams mechanical, electrical and sometimes for computer science

The selection procedure comprises of Written test
Interview

Candidates who meet the above eligibilty apply for the written test and if ISRO shortlists your CV than you can be called for the written tests
If you clear the written test than only you can be callled for interview

Since you have not done your BE/Btech you cannot apply to ISRO
